Dedicated Locator Projects
Are you trying to get a project under DL?
Dedicated locator services are ideal for Project Owners, Excavators, and Dedicated Locate Service Provider who are involved in:
- Complex infrastructure builds
- Multi-phase construction projects
- Linear infrastructure (pipelines, telecom, transit corridors)
- Long-term excavation or utility work
If your project involves multiple locates across a large site or over a long period, a Dedicated Locator can save time and improve safety.
How to Request a Dedicated Locator
Step 1: The Project Owner submits a 90 Days Notice or Regional Request Notice to Ontario Dig Authority and selects an approved Dedicated Locator Service Provider (DLSP).
Step 2: Ontario Dig Authority identifies Underground Infrastructure Owners (UIOs) in the vicinity of the planned excavation or construction site.
Step 3: The UIOs provide the DLSP with the infrastructure records/mapping within 10 business days.
Step 4: The DLSP has to complete the utility locates within 10 business days, ensuring timelines stay on track for large-scale construction projects.
Project Owners
The Project Owner is in charge of the Dedicated Locator Project and the party responsible for:
1. Paying the Ontario Dig Authority’s DL fee and the Dedicated Locator Service Provider’s fee
2. Contracting the Dedicated Locate Service Provider (DLSP)
3. Submitting the DL Request Notice to Ontario Dig Authority

Dedicated Locate Service Providers (DLSP)
NON-LAC LOCATOR FRAMEWORK TO QUALIFY FOR DEDICATED LOCATOR
This framework has been created to establish the requirements set out by Owners of Underground Infrastructure for a Non-Locate Alliance Consortium (Non-LAC) locator to be able to perform the function of a Dedicated Locator (DL). It was developed to address industry feedback that project owners are not able to use the DL model unless they are part of LAC.
This document (PDF) has been compiled to fill the need for additional locating resources for DL Projects and is intended to support the industry. This framework is not a requirement imposed by Ontario Dig Authority. Although the recommendations are not required today, this may change in the future and any Dedicated Locate Service Provider (DLSP) who is considering their options, should plan to have these built into their structure at the start or as soon as practicably possible.
